How long a North Carolina school district has — to answer your request, to finish the evaluation, and to meet — with the law cited for every number.
State law sets no separate response deadline — federal law governs: the dated written request is still what starts everything, and a refusal must come with prior written notice.
The evaluation must be finished within 90 calendar days of receipt of a written referral (NC Policies Governing Services for Children with Disabilities, NC 1503-2.2(c)(1) (evaluation, eligibility, IEP and placement within 90 days of receipt of a written referral), with NC 1500-2.7 ("day" means calendar day)). Most states count from consent — this state counts from the referral, which is why the dated written request matters so much here.
Recording a meeting: one-party (G.S. 15A-287(a)).
If the school misses: state complaint — allege a violation from the last 1 year (34 CFR §300.153(c)); due process — 2 years from when you knew or should have known (34 CFR §300.507(a)(2)).
